Raymond Frost and Dr. Vincent E. Tomlinson, Minister of the First Universtalist Church on 66 Pleasant St. in Worcester, approached the Boy Scouts of America at 500 5th Avenue in New York City. In September 1915, the group was chartered as "Troop 54" Mr. Frost served as the troop's first Scoutmaster.

What is the Troop's actual birthday, September 1 or September 15? In various documents authored by Donald Harris, it is sometimes listed as September 1 and sometimes listed as September 15. Unless someone is able to locate the actual original documentation with the BSA, it is likely that we will never really know the exact date.
